<P>PROBLEM TO BE SOLVED: To provide a system for preventing a pay program broadcast from being illegally received, and surely charging a viewer with viewing fees without delay. <P>SOLUTION: A primary terminal 100 confirms presence/no presence of a transmission error in a received video signal using an error checker 113 and charges a viewer with viewing fees on the basis of error information or program information which is separated from the video signal by a separation circuit 112, using a charging unit 114. Compressed video data are further time-base-multiplexed with a terminal identification code and a key signal and then transmitted to a secondary terminal 150. The secondary terminal 150 confirms whether or not the viewer is charged from the terminal identification code which is multiplexed in the primary terminal 100, and controls compressed data decoding processing in a decoder circuit 166. With the present system, the primary terminal can charge the viewer in accordance with the situation of receiving a pay program. Furthermore, a video signal is subjected to scrambling between the primary and secondary terminals and a charging check is further applied in the secondary terminal, thereby preventing illegal reception. <P>COPYRIGHT: (C)2005,JPO&NCIPI |
