<p><P>PROBLEM TO BE SOLVED: To provide a communication relay method and a communication relay apparatus capable of encrypting contents of IP packets and carrying out communication to prevent interception by a third party while preventing a delay in voice data on a network and satisfying the enhancement of speech quality. <P>SOLUTION: The relay apparatus 1 detects a speech between client apparatuses 2a, 2b on the basis of a call from the client apparatus 2a to a call control apparatus 4, inserts control information to a transmission source IP address of encrypted packets between the client apparatuses 2a, 2b, and a band control apparatus 5 discriminates voice data on the basis of the transmission source IP address to carry out band control. Further, the information may be inserted to an extension header without being limited to the IP address only, and a switch or a QoS router may be used in place of the band control apparatus 5.
