<p><P>PROBLEM TO BE SOLVED: To provide a water heater capable of preventing a pipe which may freeze from freezing at low cost without using any electric heater and the like. <P>SOLUTION: A circulation route 9 is provided for flowing out water at low temperature from a bottom part of a hot water tank 1b at a taking-in side and for boiling the water at low temperature by the heat pump type heating and flowing it into a top part of a hot water tank 1a at a supply side. A branch pipe 22 for draining hot water in the hot water tank 1a of the taking-in side is branched from the circulation route 9. A drainage pipe 26 for discharging hot water in the hot water tank 1a is connected to the hot water tank 1a at supply side.
