PROBLEM TO BE SOLVED: To provide a device for suitably locking a hydraulic rotating force generator, when stopped, in a torque actuator mechanism using the hydraulic rotating force generator. SOLUTION: A non-leak pilot check valve is provided in a hydraulic circuit means. A closing circuit for a first oil path and a second oil path located between the valve and the hydraulic rotating force generator is put into a completely sealed condition to establish a completely locked condition of the hydraulic rotating force generator. To solve a problem resulting from an increase in pressure with the temperature rise of the closing circuit put into the completely sealed condition, a special safety valve is provided in a closing passage for permitting antinomy-like functions of preventing breakage/damage of equipment and achieving the completely locked condition. The safety valve is operated when pressure in the closing circuit exceeds p1×1.5, where p1 is the rated pressure of the closing passage during driving the rotation of the hydraulic rotating force generator.
