A speech recognition unit (2) subjects a speech of a speaker inputted to a speech input unit (1) to speech recognition and identifies words and their scores which may be expressed by the speech. A natural language analysis unit (3) identifies the parts of speech of the words and supplies the word data expressing these words to an agent processing unit (7). The agent processing unit (7) contains processing item data defining a data acquisition process for acquiring word data, a judgment process, and an I/O process; and a wire which is data defining transition from a process to another process and giving a weight coefficient to the transition. The processing item data and the wire execute a flow expressed as a whole so as to appropriately grasp the speaker's request and control devices belonging to an I/O object device group (6) so as to satisfy the request.
