PROBLEM TO BE SOLVED: To provide a damping device which is excellent in a damping performance with a simple constitution and has durability, and is easy to design and adjust acceleration and frequency of vibration, and capable of damping vibrations of a wall surface of a building, and to provide a sound insulating device using the same. SOLUTION: An AMD 1 is composed of a base board 26 attached to the wall surface 100, an upper supporting plate 21, a flat spring 22 attached thereto, a vibratory mass 23 which is suspended from this and supported, a linear motor part 5 which vibrates the vibratory mass in opposite phase with the vibration of the wall surface 100, a vibration sensor 4, an operation control panel 3 for attenuating the vibration of the wall according to the detected value, and the like, and the natural frequency of the vibration system is easily adjusted and a large damping effect is realized.
