PROBLEM TO BE SOLVED: To provide floor panels which are laid on a concrete floor of a building, like a grid, and each have four corners supported by support leges having a predetermined height, to thereby form a free access floor. SOLUTION: According to the structure of a bottom plate 2 of each floor panel, a bottom wall 2c has dome-like protrusions 4 protruding upward to support an upper plate 1, and each of the dome-like protrusions 4, 4, etc. is bound to a contact point of the upper plate 1 by a caulking joint portion 5. In a narrow corner flange area 2a' out of peripheral flange areas of the bottom plate 2, binding of the bottom plate 2 to the upper plate 1 is achieved by a joint portion at which the bottom plate 2 is caulked by lock seaming 6, i.e. by folding a peripheral edge of the upper plate 1 downward through 180 degrees. In the flange areas 2a other than the narrow corner flange area, each having a wide width, the bottom plate is bound to the upper plate 1 by a large-diameter caulking joint portion 5. Further, over the almost entire length of the flange portion 2a having the wide width, the peripheral edge of the upper plate 1 is folded downward through 90 degrees to form a rib 11.
