PROBLEM TO BE SOLVED: To provide a urethane-based composition which has a formaldehyde-catching function and controls a formaldehyde-scattering quantity. SOLUTION: This urethane-based composition comprises one of (a) a polyurethane resin, (b) an organic isocyanate compound and a compound having an active hydrogen capable of reacting with the same, and (c) a urethane prepolymer obtained by reacting an organic isocyanate compound with a compound having an active hydrogen capable of reacting with the same, and at least one compound selected from the group consisting of dihydrazides, compounds such as ethylene urea,β-diketones, peroxide compounds, and the like.
