PROBLEM TO BE SOLVED: To provide a manufacturing method for efficiently obtaining a novolak phenolic resin containing a small amount of an unreacted phenolic compound and having an arbitrary molecular weight. SOLUTION: The manufacturing method of the novolak phenolic resin comprises (a) a step of reacting the phenolic compound with an aldehyde compound using a phosphoric acid compound as a catalyst to give a novolak phenolic resin (X), and (b) a step of reacting the novolak phenolic resin (X) with an aldehyde compound in the presence of an acidic catalyst to give a novolak phenolic resin (Y).
