<P>PROBLEM TO BE SOLVED: To provide a process cartridge and image forming apparatus capable of suppressing the deterioration in sharpness generated due to the passage of residual toner after transfer through a latent image forming region during latent image formation. <P>SOLUTION: The toner having toner resistance ≤1x10<SP>9</SP>Ωcm, a weight average grain size of 5 to 10 μm and average circularity of ≥0.85 is used. As a result, the toner can be surely temporarily held by an elastic blade 81. The toner is thereby prevented from being held by the elastic blade 81 and the residual toner after transfer is prevented from passing through the latent image forming region during latent image formation.
