PROBLEM TO BE SOLVED: To provide a rotor steel plate, having high resistance with respect to the centrifugal force, at a high rotational driving. SOLUTION: The circular stell plate 100, having a plurality of first opening parts 103a and a second opening parts 103b for inserting permanent magnets, is provided with stepped parts 106a, 106b, 106c formed by a recessed steel plate 100 at a part of the end edge of respective opening parts 103a, 103b.
