PROBLEM TO BE SOLVED: To provide a carrier which can form superior images and has an appropriate resistance and stabilized static charges, but will not stick to the photosensitive material, a developer, a developer container, and to provide an image forming method and a process cartridge. SOLUTION: In this electrostatic latent image developing carrier consists of a core material and a cover layer, the core material is a ferrite particle and contains 0.01-5 mass % of Zr and/or 0.005-1 mass % of Bi. The carrier has a breakdown voltage of 1,000 V or higher, when measured by applying a dc volt in a measuring instrument, having a gap of 1 mm between an electrode facing a rotating sleeve which has a fixed built-in magnet, and has a magnetic moment of 65-90 emu/g at 1kOe. Further, it keeps a distance of 2 mm±0.3 mm between the electrodes, when a dc voltage is applied to a particle chain in a magnetic field of 1,500 Gauss and has a breakdown voltage of 500 V or higher, when measured with a bridge measurement instrument.
