PROBLEM TO BE SOLVED: To prevent an air-conditioning function from stopping due to the frost of an evaporator in a freezing cycle device with a compressor that is constituted to control the flow rate of an emission refrigerant by a control signal from the outside like a variable capacity type compressor and an electric compressor. SOLUTION: When a thermal load W of an evaporator is in a frost generating thermal load area, and a first provisional target evaporator temperature TEO1 is smaller than a frost maximum target evaporator temperature TEOH (S1230, S1250), an air-conditioning ECU compares a second target evaporator temperature decided on the basis of a target emission target TAO with a third target evaporator temperature decided on the basis of the outside temperature specified from the thermal load. A higher value is designated as a temporary second provisional target generator temperature TEO2' (S1260), and the second provisional target evaporator temperature TEO2 is calculated on the basis of the temporary second provisional target generator temperature TEO2' and an outside air temperature Tam (S1270), so that the temperature TEO2 is designated as a final target evaporator temperature TEO (S1280).
