PROBLEM TO BE SOLVED: To make a disk physically regarded as a rewritable disk properly usable as a write-once disk. SOLUTION: When using a rewritable disk for a rewritable purpose as is, recording or reproducing is carried out by setting the start position of a predetermined data unit (for example, an ECC block) as the 1st position from the reference position. On the other hand. when using a rewritable disk for a write-once purpose, recording or reproducing is carried out by setting the 2nd position different from the 1st position as the start position of a predetermined data unit. By changing the data start position, the rewritable recording medium used for a write-once purpose can be made unable to rewrite the data recorded on the recording medium, when loaded in a recording and reproducing device not supposed to use the medium for a write-once purpose.
