PROBLEM TO BE SOLVED: To suppress rolling up of a blade and slipping through of toner and also to secure higher durability in a cleaning blade by making an image carrier abutting part have low friction coefficient and high stiffness while maintaining motility in a free length part in a cleaning blade made of polyurethane resin. SOLUTION: A hardened layer 15 having a predetermined shape and produced by reaction of fluorine modified isocyanate compound, polyurethane resin and water is formed on the image carrier abutting part 14.
