PROBLEM TO BE SOLVED: To provide carrier tape base paper which little changes the paper thickness and does not deteriorate operation efficiency. SOLUTION: This carrier tape raw paper has a mass change rate: CVä=[SPA(g)-SPB(g)]/SB(g)×100} of <20 mass%, wherein, SPA is a mass after cutting the carrier tape base paper into a 8.0×150 mm piece, adhering 20μm-thick polyester films to both the whole sides of the obtained test piece and then immersing the adhered test piece in 23°C distilled water under a condition having a humidity of 50% RH; SPB is a mass before immersing in the distilled water; SB is the mass of the test piece.
