<P>PROBLEM TO BE SOLVED: To reduce a burden on a patient by eliminating waiting time after medical care in a medical institution or after dispensing in a dispensing pharmacy. <P>SOLUTION: A prepaid account is opened with a medical institution or dispensing pharmacy, and a patient does not pay in cash every doctor's fee, dispensing fee or another share when necessary, but lets it be withdrawn from the prepaid account when necessary, and can leave the medical institution immediately after medical care or the dispensing pharmacy immediately after dispensing. The account change contents can be notified to a patient who wants them, by automatic dialing sending an email or the like.
