<P>PROBLEM TO BE SOLVED: To provide a system for determining a moving picture interframe mode for speedily performing interframe encoding. <P>SOLUTION: For example, first nine prediction errors in the screen of a block (the block concerned in the following) for interframe encoding by using the pixel value of a proximity coding block are obtained (step S11). Then, the prediction mode of the block concerned is determined using the prediction error in the screen (step S12). For example, a mode for minimizing the sum of the absolute values of the prediction error is selected. Then, the prediction mode of the block concerned is determined using the prediction mode in the screen of the proximity encoded block (step S13). For example, the one having a smaller coding mode number is selected.
