<P>PROBLEM TO BE SOLVED: To provide a serial link circuit that is stably operated even at operation start and operation restart such as just after power is applied, and when an operation is restored. <P>SOLUTION: A voltage-controlled oscillator 8 is configured by connecting a plurality of variable delay circuits 30 in a ring form and provided with output fixing sections 31 for fixing an output of the variable delay circuits 30 when the voltage-controlled oscillator 8 stops its operation. Even when the voltage-controlled oscillator operated, following the frequency of an input clock, stops its operation, since the output fixing sections 31 fix outputs of the variable delay circuits 30, the output of the voltage-controlled oscillator 8 is not made unstable.
