<p><P>PROBLEM TO BE SOLVED: To improve entire processing speed and encoding efficiency when converting an MPEG video image into an MPEG video image of a different TV scheme. <P>SOLUTION: An encoding control information extraction section 14 extracts predetermined encoding control information including motion vector information from a baseband video image outputted by a decoding section 11 before scheme conversion, and a video image parameter estimation section 15 estimates a parameter representing a video image character from the extracted encoding control information and supplies the parameter to a TV scheme conversion section 12. Furthermore, a video image parameter extraction section 16 obtains information effective for acquiring the video image parameter of the baseband video image after scheme conversion from the TV scheme conversion section 12, the video image parameter of the baseband video image after the scheme conversion outputted from the TV scheme conversion section 12 is calculated based on the above obtained information, and the converted baseband video image from an encoding section 13 is further encoded. <P>COPYRIGHT: (C)2005,JPO&NCIPI</p> |
