PROBLEM TO BE SOLVED: To provide a manufacturing method for a fiberglass-reinforced rigid polyurethane foam excellent in uniformity of fiberglass especially in a thickness direction, and a manufacturing apparatus suitable for the manufacture of the fiberglass-reinforced rigid polyurethane foam excellent in the uniformity of the fiberglass especially in the thickness direction. SOLUTION: This manufacturing method for the fiberglass-reinforced rigid polyurethane foam comprises: an undersurface material feeding process; a fiberglass mat feeding process for feeding a fiberglass mat onto an undersurface material after the fiberglass mat is loosened in a loosening process; a stock solution feeding process for feeding a foamed stock solution composition; a top surface material feeding process for feeding a top surface material onto the foamed stock solution composition; and a foaming process. A loosing roller 20 is equipped with a first roller 35a and a second roller 35b. In the first roller 35a and the second roller 35b, a plurality of disc bodies 37 are intermittently arranged in a shaft body; the disc body 37a of the first roller and the disc body 37b of the second roller are alternately positioned; and an overlap part P is provided in an axial view.
