PROBLEM TO BE SOLVED: To provide an anti-fogging-treating liquid, imparting an anti-fogging performance without damaging optical performance, capable of preventing the fogging caused by fine water droplets in any using environment and capable of obtaining an anti-fogging article having a lasting anti-fogging performance. SOLUTION: This anti-fogging-treating liquid is provided by controlling the condensation degree of an organosilane containing at least≥1 sulfur at its non-coupling site and/or its hydrolyzate to make a monomer and the condensate of a dimer or higher and incorporating it in a hydrophilic organic solvent. Also, the content of the condensate of the dimer or higher of the organosilane containing at least≥1 sulfur at its non-coupling site and/or its hydrolyzate is≥1 wt. % and <70 wt. % based on the total amount of the organosilane, and the liquid is produced by controlling a treating liquid-holding environment and/or by using a catalyst.
