<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus for decreasing total data transfer time while selecting a plurality of operating modes. <P>SOLUTION: When image transfer devices transmit/receive image data mutually, they utilize an I/F (hereinafter called an image bus) which is common in terms of hardware, and count the number of consecutively performed times by each transfer mode by using a means for calculating an occupancy rate which signifies how much proportion the amount of transfer per unit time in data transfer to be performed from now and all data transfer being performed at present occupy with respect to a maximum permissible amount of the image bus in terms of hardware.
