PROBLEM TO BE SOLVED: To enable easily transmitting and receiving information.

SOLUTION: A personal computer 11 generates an animation code consisting of a plurality of frames by encoding information to transmit. A code corresponding to actual information to transmit is stored in the four blocks on the left-hand side of the frame. A code showing an order of the frame is stored in the two blocks on the right-hand side. A code indicating a head is stored in the four blocks on the left-hand side of the first frame. A display device 12 displays an animation code at a prescribed frame rate. A mobile phone with a built-in camera 13 photographs the animation code displayed in the display device 12, and if the order information of the frames is sequential after the first frame is recognized, recognizes the four blocks on the left-hand side. The invention is applicable to a system that transmits and receives information.
