PROBLEM TO BE SOLVED: To provide a method of reinforcing a pier erected under water, according to which the structure of a reinforcing portion is simplified, to thereby reduce the amount of necessary building materials and construction costs. SOLUTION: In the first step of the method, mutually adjacent steel plates 2 are engaged with each other by a joint 5 that transmits tensile force, and therefore a peripheral surface of the pier 1 in an area above a footing is enclosed by the steel plates. In the second step, earth 4 present in a gap between the steel plates 2 and the pier 1 is partially removed, and interval retaining tubes 3 which are expandable/contractible and each have one end thereof blocked, are arranged in the gap. In the third step, a hardener is filled in the interval retaining tubes 3 so that each tube abuts on both the pier 1 and the steel plate 2. In this manner execution of temporary shutoff work and draining work is dispensed with, and the amount of soil to be removed is reduced, which leads to reduction in necessary building materials and construction costs. Further since the hardener is filled in the interval retaining tubes 3, the hardener is required only a smaller amount and a problem of effusion of the hardener into a river or the like is prevented.
