PROBLEM TO BE SOLVED: To provide an inorganic flocculant which can be safely and economically produced because dangerous high heat is not caused, harmful sulfur dioxide is not produced and the damage of a production vessel due to acid is not caused during the manufacture process and enables a further enhancement of flocculation function. SOLUTION: The inorganic flocculant promotes a flocculation action for associating particulates dispersed in liquid to form a larger associated body. The inorganic flocculant is obtained by using shells of oyster and the like as raw material, and the flocculation function components included in the raw material is eluted by acting an aqueous solution of aluminium sulfate, polyaluminium chloride or chemicals having the same function with them to the raw material.
