<P>PROBLEM TO BE SOLVED: To provide a parking charge collecting method and device for enabling a parking lot to smoothly and quickly collect a parking charge when a user utilizes the parking lot with a parking charge discount service system by the utilization of affiliated shops in a vehicle provided with an ETC on-vehicle machine. <P>SOLUTION: A parking lot operator 1 is provided with a parking lot management server 2, a center server 3 and a data base 4. The ETC on-vehicle machine 9 of the vehicle 8 of the user communicates with the parking lot management server 2 to acquire user information and utilization information in the affiliated shop is received from the POS terminal 5 of the affiliated shop directly or through the portable terminal 6 of the user on the basis of the two-dimensional code of a received issued by it.
