PROBLEM TO BE SOLVED: To allow passengers to smoothly ride by controlling a time for a door to be opened. SOLUTION: A detecting device body 5 has a storage part 52 and a CPU 53. The storage part 52 previously stores passenger detection region data d1, migrant detection region data d2 and non-detection region data d3. The CPU 53 receives image data near a car stop in the opened state of the door to determine from the image data whether people exists in the passenger detection region data d1 in the storage part 52.
