PROBLEM TO BE SOLVED: To provide a wear-resistant steel sheet which stably secures strength and wear resistance, and besides has superior low-temperature toughness and low-temperature weld-cracking resistance, and to provide a manufacturing method therefor. SOLUTION: The wear-resistant steel sheet has a chemical composition comprising, by mass%, 0.10-0.30% C, 0.1-1.0% Si, 0.1-2.0% Mn, 0.02% or less P, 0.005% or less S and the balance substantially iron; and has a hardenability index H of 1.0 or higher, a carbon equivalent Ceq of 0.50% or less, a brinell hardness HB of 360 or higher, and a Charpy absorbed energy vE-40 at -40°C of 27J or more, wherein H = C×(1+0.5Si)×(1+3Mn)×(1+0.3Cu)×(1+0.5Ni)×(1+2Cr)×(1+3Mo)×(1+1.5V)×(1+5Nb)×(1+300B); and Ceq = C+Mn/6+(Cu+Ni)/15+(Cr+Mo+V)/5.
