PROBLEM TO BE SOLVED: To quicken the motion of a wiper for use in an automobile etc. and establish easy adjustability for the time intervals of the intermittent motions. SOLUTION: An output arm 13 and a driving arm 3 are coupled together by a spring 9, and immediately after passing the maximum tension position of the spring 9 where the end fulcra of the spring 9 and the axis of an output arm shaft 14 form a straight line, the component F<SB>1</SB>of the spring force F<SB>0</SB>overcomes the resistance of the output arm 13 to cause the output arm 13 to rotate.
