The inventive device comprises a reactor which is embodied in such a way that it is demountable, the top stationary part thereof is fixed to a bed plate (11) and the lower part is connected to said bed plate (11) by means of fixing mechanisms through a system of seals (13). Eight auxiliary plasmotrons (6) are mounted on the level of a melting stock column (5) in the area of the corners of the internal perimeter of the reactor cross section in such a way that each pair of plasmotrons mounted on the same wall is sequentially switchable. The main plasmotrons (9) are disposed on two opposite walls of a forehearth (7) and the longitudinal axes of each pair of the opposite plasmotrons are arranged in the plane of the corner oriented towards the surface of melt.
