PROBLEM TO BE SOLVED: To provide a settlement device for efficiently executing procedures ranging from a request for the purchase of merchandise to the completion of settlement by using the information processing function of an IC card.

SOLUTION: A PDA 108 transmits the request information of credit processing including the member store ID, order number and purchase sum of a member store to a settlement server 106 (S510). The settlement server 106 transmits the input request of card information to the PDA 108 (S512). The PDA 108 transmits the start request of a credit application to an IC card 110 (S514). The IC card 110 starts the credit application, and transmits PIN input request information to the PDA 108 (S516). The IC card 110 collates PIN inputted from the PDA 108, and transmits the card information to the PDA 108 when they are matched (S520). The PDA 108 transfers the order number and the received card information to the settlement server 106 (S522).
