PROBLEM TO BE SOLVED: To provide a two-lamp serial discharge lamp lighting device and an illumination device using the same, enabling thinning-out lighting by replacing one of the serial lamps with a dummy lamp to save power as well as preventing a short life of the discharge lamps and defects of ballasts. SOLUTION: The two-lamp serial discharge lamp lighting device includes a high-frequency lighting circuit HFO having constant current characteristics equipped with a direct current power source DC, a high-frequency inverter HFI having at least one switching element Q1, Q2 with an input terminal connected to a direct current power source and outputting high-frequency voltage to an output terminal, and a load circuit LC including a series circuit of an inductor L1 and a resonance capacitor and connected to an output terminal of the inverter circuit HFI; and a serial double-lamp structure SDL with a discharge lamp DL1 and a dummy lamp DuL connected in series and connected in parallel with the resonance capacitor C3 of the load circuit LC of the high-frequency lighting circuit HFO.
