PROBLEM TO BE SOLVED: To continue the security control for grasping of any train being on the track and/or its control by introducing a backup system as a substitute security even if a failure has occurred in the wireless system in terms of normally applied security. SOLUTION: The signal security system is configured so that the positions of cars 100 are notified as the on-the-track information from the respective cars 100 to a ground train control device 101 through the ground to on-the-car communication to be made wirelessly in terms of normally applied security in which a base station 102, an antenna 107, etc. are used, and on the basis of the on-the-track information, information to give speed limits is transmitted from the control device 101 to the respective cars 100. If any car 100 has approached the specific range, a substitute security system is added anew to enable the car information from the car 100 to be received by the control device 101 through communications between the ground communication units 103 and 104 installed capable of making communications and an on-the-car communication unit, and when the ground to on-the-car communication goes in failure, changing-over is made from the operation with the normally applied security to the operation with the substitute security.
