PROBLEM TO BE SOLVED: To improve a frame rate while restraining smears when utilizing a picture of a partial region in a frame transferring type CCD image sensor. SOLUTION: A smear arithmetic circuit 100 determines smear ingredients of each row of an image signal V (1) in a center area that is an image extracting object from a cumulative additional value of image signals of a precedent row. Contribution of the smear ingredients from a pre-read region precedent to the center area is estimated not due to a cumulative additional value of the image signals in a pre-read region but based on the image signals in a forehand row of the center area. This estimated value is set as a smear ingredient initial value in a line memory 106 and a cumulative additional processing is started for each row of the center area.
