PROBLEM TO BE SOLVED: To provide an image composing apparatus in which an OSD picture such as character information and a video image can be displayed on a multi-picture without including a dedicated scaling means for reducing the size of the OSD picture. SOLUTION: In an apparatus for forming a multi-picture by inputting to a multi-picture forming section 18 video signals from a first scaler 9 and a second scaler 17 capable of changing a picture size by inputting video signals from a second switch 12, respectively, a changeover switch 13 is provided in the middle of the second switch 12 and the first scaler 9 so as to input to the first scaler 9 any one of either a video signal from the second switch 12 or an OSD picture signal from an OSD picture forming section 14.
