PROBLEM TO BE SOLVED: To group mail senders by key information arbitrarily specified by a mail receiver and control the delivery for each group. SOLUTION: A user of a receiving terminal 30 specifies set information 60 comprising operation control information 62 corresponding to key information 61 in a mail server 40. A transmitting terminal 10 inserts the key information 61 distributed for the terminal 30 into a mail 50 to be sent and sends the mail. The mail server 40 extracts a destination mail address and a key from the received mail, and controls the delivery of the received mail according to the operation control information 62 corresponding to the destination mail address and the key information 61.
