PROBLEM TO BE SOLVED: To prevent surge of an engine rotation in abruptly opening an accelerator valve in an internal combustion engine having a electrically controlled throttle device. SOLUTION: This controller of the internal combustion engine comprises means (S1 to S3) for obtaining a basic throttle opening specified by an accelerating amount and an engine rotational speed, a means (S6) for obtaining a throttle upper limit variation amount specified by a target throttle opening, a means (S7) for obtaining a throttle upper limit opening adding the set value of the target throttle opening to the throttle upper limit variation amount, and means (S4, S5) for setting the smaller value of the basic throttle opening and the throttle upper limit opening to the target throttle opening.
