<P>PROBLEM TO BE SOLVED: To provide a fuel cell surely retaining water by storing the waste water generated by power generation in a waste water tank. <P>SOLUTION: The fuel cell has a fuel retaining means retaining fuel for power generation, a power generation means generating power by using the fuel supplied from the fuel retaining means, a waste water collection means collecting the waste water generated at the power generation means, and a waste water tank 20 storing the waste water collected by the waste water collection means.
