<p><P>PROBLEM TO BE SOLVED: To prevent the deterioration of torque transmission efficiency and a steering feeling by restraining axial free movements of both internal gears and both external gears. <P>SOLUTION: A gear ratio variable mechanism 6 installed between a steering shaft 2 and an output shaft 4, and converting and controlling a rotary force transmitted to an output shaft from a steering shaft to a predetermined gear ratio comprises a first external gear 21 and a first internal gear 22 on a steering shaft side, a second internal gear 24 and a second external gear 24 on an output shaft side, and an eccentric cam 17 relatively and rotatably supporting a coupling part 25 between the internal gears by an eccentric hole 28. Teeth of the gear are formed to helical teeth 21a-21a, and a tortion angle of the helical gear is set in an identical direction.
