PROBLEM TO BE SOLVED: To maintain a security level on the whole system by prohibiting specific service on a network from receiving through a user terminal neglecting patch applying work in order to avoid a user from neglecting patch applying work. SOLUTION: A patch checking server 12 collects patch applying status data from terminals 10-1, 10-2, and 10-3 showing whether patches are applied to respective terminals or not. The patch checking server 12 checks from the collected patch applying status data whether patches are applied to respective terminals 10-1, 10-2, and 10-3 or not, and stops receiving specific services by removing a packet in which the terminal is a destination or a request side, or changing a password of the terminal registered on a POP server 15, if existing a terminal not having applied the patch.
