PROBLEM TO BE SOLVED: To provide a method for treating a hardly decomposable organic halogenated compound, which enables contamination containing the hardly decomposable organic halogenated compound such as dioxins to be detoxified by a reductive decomposition treatment easily at low cost without requiring a high-temperature treatment by large-scale facilities. SOLUTION: After adding zinc metal powder to the contamination containing the hardly decomposable organic halogenated compound, it is treated by heat of 100°C or below. When the contamination is a liquid contaminated water, a separation treatment such as sedimentation or membrane separation may be performed as pretreatment to make it concentrate, or adsorption or flocculation treatment may be performed before the separation treatment by adding an adsorbent or a flocculating agent.
