PROBLEM TO BE SOLVED: To provide a PCI bus monitoring device for simplifying failure analysis when it is impossible for a device itself to respond to it. SOLUTION: A time monitoring means monitors a response time to a request to a memory arbiter circuit by a PCI target circuit which performs the control of a PCI target operation, and when the response time to be monitored by the monitoring means exceeds a predetermined time, a transfer means transfers failure information to a processor part.
