PROBLEM TO BE SOLVED: To prevent a failure in performing stable electrostatic charge due to the formation of ruggedness on the surface of a discharge member and an electrostatic charging member by discharge and the generation of a pinhole on an image carrier due to discharge concentration. SOLUTION: The surface of a resistance layer 22 to be disposed on the outer periphery of a conductive substrate (arbor) 21 of an electrostatic charging roller 2 is provided with a thin protective layer 23 by applying a resin of a fluorine system etc., thereto. The supply of the resin etc., of the fluorine system to the electrostatic charging roller 2 may be intermittent. The formation of the ruggedness on the surface of the discharge member by the discharge is prevented and the generation of the pinhole on a photoreceptor 1 due the concentration of the discharge is obviated by providing the portion to be subjected to the discharge on the surface of the electrostatic charging roller with the protective layer 23.
