PROBLEM TO BE SOLVED: To provide a system and a method for detecting partial discharge or arc discharge in wiring or a cable by an optical fiber. SOLUTION: The cable 300 for detecting the partial discharge or arc discharge in the wiring or the cable by the optical fiber includes a conductor 302 for transmitting an electric signal, the at least one fluorescent optical fiber 304 for detecting light emitted by the partial discharge, and the first transmissive layer 308 for supporting the at least one fluorescent optical fiber 304 in substantially parallel to the conductor 302. Incident light generated by the partial discharge along a longitudinal direction of the optical fiber is thereby transmitted to a photoreceptor for specifying the occurrence of the partial discharge, via the optical fiber.
