PROBLEM TO BE SOLVED: To improve long-term maintenance of such characteristics as dustproof performance, drainability and anti-freeze function of a surface layer material used for pavement of a clay ground of an indoor-outdoor sports facility and pavement for a walking path such as a park, a gate ball park, a superhighway, a plant cultivating zone of a road and a golf course. SOLUTION: The surface layer material is formed by blending natural oil sand by 2 to 100 mass part and metallic salt by 0.5 to 10 mass part to 100 mass part of natural earth. The natural earth is Arakida earth, red earth, black earth, sand earth, mountain sand, river sand or a mixture of these. The natural oil sand is desirably formed by impregnating oil into a porous rock particle, or covering the porous rock particle with oil.
