PROBLEM TO BE SOLVED: To provide a soundproof panel and a manufacturing method of the soundproof panel, capable of preventing secondary damage by a fire in response to the fire caused in any place on a road. SOLUTION: This soundproof panel is constituted for performing fire extinguishing work by carrying a fire extinguishing means 4 in a fire occurrence point, by making the fire extinguishing means 4 portable, for taking out the fire extinguishing means 4 such as a fire extinguisher from a hollow part 3 of a soundproof panel 10 when the fire occurs.
