PROBLEM TO BE SOLVED: To obtain a base agent for a skin cosmetic excellent in stability with time by preparing an aqueous solution of lyposome holding an active ingredient which can not be blended in a high concentration by reasons such that it is effective but unstable or has an irritating feeling, in the high concentration without using a specific device and to prepare the skin cosmetic. SOLUTION: The method for producing the base agent for the skin cosmetic comprises adding the active ingredient for the skin to an oil phase and/or a water phase, heating for melting phospholipids forming a lyposome skeleton and an oil soluble component becoming a membrane-stabilizing agent to adjust the oil phase, adding a high concentration aqueous sugar solution held at or higher than a lyposome membrane phase transition temperature into the oil phase portion dropwise while agitating to form a lamellar liquid crystal, further adding the water phase at or higher than the lyposome membrane phase transition temperature under agitation to prepare the aqueous lyposome solution holding the active ingredient for the skin and then freeze-drying the aqueous lyposome solution.
