PROBLEM TO BE SOLVED: To provide a lithium ion secondary battery with high capacity and high performance, excellent in safety against internal short circuit and nail piercing.

SOLUTION: A porous insulation layer having a thickness of not thinner than 0.3 μm and not thicker than 3 μm is deposited on an activator layer of either a positive electrode plate having a positive electrode activator layer or a negative electrode plate having a negative electrode activator layer containing negative electrode activator particles, by a sputtering method, an ion plating method, or a CDV method (chemical vapor deposition method).
