PROBLEM TO BE SOLVED: To make texture inconspicuous in a least mean error method. SOLUTION: A coefficient selector 106 selects one error matrix M1 from an error matrix group if a pixel position y is an odd number, and selects one error matrix M2 from the error matrix group if the pixel position y is an even number, where the pixel position of a target pixel is (x, y) and outputs them to an error weighting sum of product 104.
